REQUEST FOR COUNCIL ACTION
Agenda Item: 7B2
ACTION:  Ratify the utilization of a six-month Omnia Partners cooperative contract with Insight Global 
for temporary staffing services.
FISCAL IMPACT:  The total cost of the contract will not exceed $500,000. Sufficient funds have been 
appropriated in various funds and cost centers for the anticipated expenditures during the current fiscal 
year and future fiscal years, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Ratify the utilization of the contract.
 
BACKGROUND INFORMATION:  (2021003051) Omnia Partners solicited and awarded a contract 
for temporary staffing services.  This contract covers supplementary professional services.  
Omnia Partners is a cooperative purchasing organization established through a collaborative effort of 
public agencies across the United States with the specific purpose of reducing procurement costs by 
leveraging group volume.  All master agreements are publicly solicited, awarded, and held by a principal 
Procurement Agency.
This contract shall be utilized to backfill certain positions that will be significantly impacted due to the 
implementation of the City’s new Enterprise Resource Planning software solution.  This effort will require 
the part-time to full-time involvement of certain positions with the Financial Services Department over 
an estimated 15-month implementation period.  This contract will allow for the temporary placement of 
skilled contract positions to backfill where and when needed.  
As allowed by the City Procurement Code, the Financial Services Director may execute actions that 
otherwise would be presented to City Council when there are less than two meetings scheduled in any 
month and action is necessary to ensure operational efficiencies.  Since there is only one Regular 
Council Meeting scheduled in February, Laura Calder, Financial Services Director, approved the 
utilization of the Insight Global cooperative agreement in order to expedite the recruitment process for 
designated positions.  Staff is now seeking City Council’s ratification of this action.
