REQUEST FOR COUNCIL ACTION

ACTION:  Ratify the award of a one-year contract with four, one-year renewal options to MES Service 
Company, LLC, for the procurement of Holmatro Pentheon Series extrication tools specifically designed 
for emergency response operations conducted by the Tempe Fire Medical Rescue Department.
FISCAL IMPACT:  The total cost of this contract will not exceed $190,000. Sufficient funds have been 
appropriated in Fire Medical Rescue Capital Improvements Program, Project No. 5611729 (Emergency 
Preparedness Rescue Equipment), for anticipated expenditures during the current fiscal year and future 
fiscal years, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Ratify the contract award.
 
BACKGROUND INFORMATION:  (RFP 26-022) The City issued a Request for Proposals (RFP) to 
establish a contract for the procurement of Holmatro Pentheon Series extrication tools specifically 
designed for emergency response operations conducted by the Tempe Fire Medical Rescue 
Department through an initial one-year contract. The selected firm will provide the required equipment; 
addressing the critical need for reliable e-powered combination tools that will serve as backup equipment 
during periods when primary extrication tools are undergoing maintenance or repair, and to supplement 
existing equipment capacity during complex emergency scenarios requiring multiple tool deployment.
Evaluation Process
The RFP was published on October 10, 2025, to all registered firms for this commodity area. A total of 
22 firms downloaded the solicitation from the City’s e-procurement portal, resulting in the submission of 
one (1) proposal from the following firm.

The proposal was reviewed and scored by a committee comprised of Fire Medical Rescue and 
Procurement staff. The evaluation criteria are noted in the following table:

Summary
The evaluation committee recommends awarding the contract to MES Service Company, LLC, as the 
firm determined to have submitted the most advantageous offer. MES Service Company, LLC, has 
demonstrated a strong ability to meet the scope of work outlined in the RFP and has extensive 
experience providing the required equipment.  Due to the need to expedite the ordering of these critical 
need items, staff sought and received approval from Laura Calder, Financial Services Director, to award 
this contract.  Staff is now seeking Council’s ratification of this award action.
