REQUEST FOR COUNCIL ACTION
Agenda Item: 7B4
ACTION:  Approve one-year Memorandum of Understanding (MOU) agreement renewals with Arizona 
State University (ASU), Grand Canyon University (GCU), Northern Arizona University (NAU), and 
University of Arizona, Global Campus (UofA) for the Employee Educational Partnership Program.
FISCAL IMPACT:  The total cost of the contracts will not exceed $300,000.  Sufficient funds have 
been budgeted in the Employee Development, Cost Center 1511 for anticipated expenditures during 
the current fiscal year and next fiscal year, contingent upon City Council approval of the City’s annual 
budget.
RECOMMENDATION:  Approve the contract renewals.
 
BACKGROUND INFORMATION:  (T23-164-01, 02, 03, 04) On April 20, 2023, City Council ratified 
three-year limited-source Memorandum of Understanding (MOU) agreements with Arizona State 
University (ASU), Grand Canyon University (GCU), Northern Arizona University (NAU) and University 
of Arizona (UofA) for the Employee Educational Partnership Program.
These programs are focused on the needs of adult learners and will have the flexibility to tailor the 
curriculum (via case studies, research, etc.) to issues related to the City of Tempe and municipal 
government. Funding for these partnerships will be provided from the City’s tuition reimbursement 
program. Expenditures will be limited to a maximum of $6,500 per employee per calendar year (January 
- December) which covers the cost of tuition, required textbooks, materials, and related fees.
The MOU’s are reviewed annually for any adjustments in the curriculum or costs.
