CITY OF TEMPE Meeting Date: 3/5/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 7B10 ACTION: Approve one-year contract renewals to Foster Electric Motor Service, Inc., and Scott’s Arizona Electric Motor Repair PM, LLC dba PumpMan Phoenix for the purchase, maintenance and repair of variable frequency drives. FISCAL IMPACT: The total cost of these contracts will not exceed $700,000. Sufficient funds have been appropriated in the Water and Wastewater Fund, Cost Centers 3013 (Johnny G. Martinez W.T.P.), 3014 (South Tempe W.T.P.), 3016 (Water Field Facilities), 3034 (Kyrene W.R.F.) and 3035 (Wastewater Field Facilities) and in General Fund, Cost Centers 3257 (Park Preserves Maintenance ), 3258 (South Parks) and 6308159 (Indian Bend Wash Repair+Renov) for the anticipated expenditure in the current fiscal year and future fiscal years, contingent upon City Council approval of the City’s annual budget. RECOMMENDATION: Approve the contract renewals. BACKGROUND INFORMATION: (WUD24-037-01, 02) City Council approved the contract award on March 7, 2024, for an initial two-year period with three, one-year renewal options to Foster Electric Motor Service, Inc., and Scott’s Arizona Electric Motor Repair PM, LLC dba PumpMan Phoenix for the purchase, maintenance and repair of variable frequency drives (VFDs). This is the first of three, one-year renewal options. Public Works maintains various sizes and types of VFDs, which control the speed of motors that pump water and chemicals throughout the utility. VFDs are also used at various Parks facilities such as well sites. This contract covers various sizes and types of VFDs which control the speed of motors that pump water and chemicals throughout the water system. These contracts supplement staff capabilities to perform repairs and supply critical parts for these assets and provide a supplemental source for parts in addition to the contracts awarded under WUD25-006, which allows the City greater flexibility of sourcing the critical components of these assets when needed.
