ACTION:  Award a two-year contract, with three, one-year renewal options, to Arizona Grease 
Services, Imperial Western Products dba All Pro Hydrojetting and Pumping and VLS Environmental 
Solutions, LLC for grease trap and interceptor cleaning and removal, and line jetting services for food 
service establishments and other industries that are members of the Tempe Grease Cooperative.
FISCAL IMPACT:  The total cost of the two-year contracts will not exceed $650,000. Sufficient funds 
have been appropriated in the Water and Wastewater Fund, Cost Center 3042 (Environmental – FOG) 
for anticipated expenditures during the current fiscal year and future fiscal years, contingent upon City 
Council approval of the City’s annual budget.
RECOMMENDATION:  Award the contracts.
 
BACKGROUND INFORMATION:  (RFP 26-083) The City issued a Request for Proposal (RFP) to 
establish a term contract for cleaning and removal of grease from commercial kitchens’ infrastructure 
such as grease traps and interceptors and to provide emergency line jetting service.  This service is 
available to approximately 1,200 food service establishments in Tempe who can voluntarily participate 
in the Tempe Grease Cooperative (TGC). The TGC ensures that waste from commercial food service 
establishments does not negatively impact the City’s sewer system and ensures compliance with 
associated City Ordinances.. 
Evaluation Process 
The RFP was published January 5, 2026, to all registered firms for this commodity area. A total of 32 
firms downloaded the solicitation from the City’s e-procurement portal resulting in the submission of 
three proposals from the following firms:
o All Pro Hydrojetting & Pumping
o Arizona Grease Services
o VLS Environmental Solutions
The responses were reviewed and scored by a committee comprised of Water Utilities and Procurement 
staff in accordance with the evaluation criteria shown below.

Recommendation: 
After careful review, the evaluation committee recommends awarding contracts to Arizona Grease 
Services, Imperial Western Products dba All Pro Hydrojetting and Pumping and VLS Environmental 
Solutions, LLC for grease trap cleaning and interceptor cleaning and the removal of solids and line 
jetting services.
The recommendation of multiple awards is to ensure ample resources are available to support the 
demand for these services. All three firms have experience and expertise in servicing grease traps. 
Arizona Grease Services and Imperial Western Products dba All Pro Hydrojetting and Pumping will 
be the primary contractors utilized in this contract. VLS will be used as a secondary vendor for back 
up purposes.
