ACTION: Award a one-year contract with four, one-year renewal options to Stainless Motors, Inc. for
the purchase of proprietary water treatment aeration motors.
FISCAL IMPACT: The total cost of the contract will not exceed $375,000. Sufficient funds have been
appropriated in the Water and Wastewater Fund, Cost Centers 3013 (Johnny G. Martinez W.T.P.) and
3014 (South Tempe W.T.P.) for anticipated expenditures in the current fiscal year and future fiscal years,
contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION: Award the contract.
BACKGROUND INFORMATION: (RFP 26-079) The City issued a Request for Proposal (RFP), to
establish a contract for the purchase of aeration motors, which are proprietary and used by the Water
Utilities Division as part of the water treatment process.
Evaluation Process
The RFP was published December 23, 2025, to all registered firms for this commodity area. A total of
16 firms downloaded the solicitation from the City’s e-procurement portal resulting in the submission of
a single proposal from Stainless Motors, Inc., the original equipment manufacturer (OEM). A limited
response was anticipated due to the City’s standardization of this brand of motor.
The response was reviewed and scored by a committee comprised of Water Utilities and Procurement
staff in accordance with the evaluation criteria shown below.

The evaluation committee recommends the award of a one-year contract to Stainless Motors, Inc. for
the purchase of water aeration motors. The City has established a brand name-only specification for
these motors due to product standardization throughout the water treatment facilities. All hermetically
sealed motors used for the production of drinking water are manufactured by Stainless Motors, Inc.
