ACTION:  Approve the utilization of a one-year State of Arizona cooperative contract with Fisher 
Scientific Co. LLC for the purchase of laboratory testing equipment and supplies.
FISCAL IMPACT:  The total cost of this contract shall not exceed $195,000. Sufficient funds have 
been appropriated in the Water and Wastewater Fund, 3041 (Environmental - Laboratory) for anticipated 
expenditures during the current fiscal year and next fiscal year, contingent upon City Council approval 
of the City’s annual budget.
RECOMMENDATION:  Approve the utilization of the contract.
 
BACKGROUND INFORMATION:  (CTR070093) The State of Arizona solicited bids and awarded a 
contract to Fisher Scientific Co. LLC for laboratory testing equipment and supplies. The Public Works 
Department’s Water Utilities Division’s Water Quality Laboratory will utilize this contract to purchase 
laboratory supplies and equipment used for testing storm water, drinking water and wastewater to 
comply with the Safe Drinking Water Act, Clean Water Act and other State and Federal environmental 
laws and regulations.
The State of Arizona cooperative purchasing program develops contracts for commonly needed 
resources using a “lead state” model, which meets the City’s highest standard for public cooperative 
contracting. The lead state model requires that the contract be developed by one of the member State 
Procurement Agencies. In this case, the State of Arizona developed this contract award. The pricing 
developed under this contract consists of a discount from list pricing.  
Cooperative contracts for lab equipment, supplies and consumables have proven to be the most cost-
effective purchasing approach for the City. By pooling the purchasing power of a larger group (state 
agencies, participating municipalities, and schools) the State of Arizona was able to secure a favorable 
rate structure for utilizing entities.
