ACTION:  Award a one-year contract with three, one-year renewal options to Reliable Water Solutions 
for support of Tempe’s water supply line flushing program.
FISCAL IMPACT:  The total cost of the contract will not exceed $200,000. Sufficient funds have been 
appropriated in the Water and Wastewater Fund, Cost Centers 3022 (Water Distribution System) for the 
anticipated expenditures in the current fiscal year and next fiscal year, contingent upon City Council 
approval of the City’s annual budget.
RECOMMENDATION:  Award the contract.
 
BACKGROUND INFORMATION:  (26-080) The City issued a Request for Proposal (RFP), to 
establish a contract for specialty equipment and expertise to support the City’s water supply line flushing 
program, which will be implemented in neighborhoods that are impacted with sediment, including 
identifying and mitigating fine sand and other inert deposits in the water distribution system.     
Evaluation Process
The RFP was published on January 9, 2026, to all registered firms for this commodity area. A total of 
40 firms downloaded the solicitation from the City’s e-procurement portal resulting in the submission of 
a single proposal from Reliable Water Solutions.
The response was reviewed and scored by a committee comprised of Water Utilities and Procurement 
staff in accordance with the evaluation criteria shown below.

*This is an estimated lump sum price for performing the water line flushing of a specific neighborhood zone that is approximately 
2 miles x 2 miles in size.  
The evaluation committee recommends the award of a one-year contract with three one-year renewal 
options to Reliable Water Solutions for the provisioning of a water supply line flushing program. The City 
of Mesa was included as a participating entity under Tempe’s request for proposal and is eligible to 
purchase from this contract.
