REQUEST FOR COUNCIL ACTION

ACTION:  Adopt a resolution approving a First Amendment to the Agreement between the City of 
Tempe and Salt River Project Agricultural Improvement and Power District (SRP) to financially support 
the City’s Non-Residential Grass Removal and Conversion Rebate Program and authorize the Public 
Works Director or designee to take implementing actions. (Resolution No. R2026.17)
FISCAL IMPACT:  The amount of the grant award is up to $40,000 per year over nine years, $360,000 
in total. This grant award will supplement Water Utilities existing Water and Wastewater Fund 
appropriation. Sufficient budget appropriations for expenditure of the grant was authorized in the Water 
and Wastewater Fund (Fund 31) as part of the fiscal year 2025-2026 adopted budget.
RECOMMENDATION:  Adopt Resolution No. R2026.17.
 
BACKGROUND INFORMATION:  This request is to support Salt River Project’s (SRP) internal water 
savings goal to identify five billion gallons of potential water conservation by 2035. SRP is the entity that 
manages the majority of Tempe’s source water that is used to supply the community with drinking water. 
Therefore, goals aimed at increasing water conservation within Tempe that are supported by SRP are 
mutually beneficial to both organizations. To achieve their goal, SRP is contributing up to $360,000 over 
nine fiscal years to Tempe’s existing Commercial Grass Removal and Conversion Rebate Program. The 
city will use the funding to increase rebate offerings for non-residential customers that successfully 
convert their landscapes from grass to xeriscape, saving an estimated 28 gallons of water per square 
foot converted, per year.
