REQUEST FOR COUNCIL ACTION
Agenda Item: 7C7
ACTION:  Adopt a resolution authorizing the City of Tempe to serve as a pass through entity for the 
submission of Planned Parenthood Arizona’s application for gaming grant funds from the Fort McDowell 
Yavapai Nation. (Resolution No. R2026.23)
FISCAL IMPACT:  The City of Tempe will serve as a pass through entity for Planned Parenthood 
Arizona’s grant request of $20,000. There is no fiscal impact to the City of Tempe. Sufficient budget 
appropriation for expenditure of this grant will be requested to be included in the Governmental Grants 
Fund (Fund 46) budget as part of the upcoming fiscal year 2026-27 adopted budget.
RECOMMENDATION:  Adopt Resolution No. R2026.23.
 
BACKGROUND INFORMATION:  Arizona law requires participating tribal communities to contribute 
12% of their annual gaming proceeds to local governments for government services that benefit the 
general public, including public safety, mitigation of gaming impacts, and the promotion of commerce 
and economic development. In the spirit of regional cooperation, City of Tempe acts as a pass through 
for a portion of Fort McDowell Yavapai Nation's statutory contribution to external organizations to which 
the tribe has awarded a grant.
If the Fort McDowell Yavapai Nation approves the grant request, which it will consider in the fall of this 
year, the City Council will enter into an Intergovernmental Agreement with the tribe for disbursement of 
the funds to Planned Parenthood Arizona.
Planned Parenthood Arizona has applied for funds to support its “Increasing Health Equity” project. The 
Increasing Health Equity project will support the continuity of patient care and strengthen equitable 
access to health care for financially vulnerable patients in Arizona.
