RESOLUTION NO. R2026.24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 
TEMPE, ARIZONA, APPROVING THE SUBMISSION OF THE 
CITY OF TEMPE'S APPLICATIONS FOR GAMING GRANT 
FUNDS FROM THE GILA RIVER INDIAN COMMUNITY.
WHEREAS, Arizona Revised Statutes § 5-601.02 authorizes the State of Arizona and Arizona 
tribes to enter into gaming contracts and permits the establishment of the Gila River Indian Community 
State Shared Revenue program that provides funds to eligible applicants such as cities, towns and 
counties for government services that benefit the general public, including public safety, mitigation of 
gaming impacts, and the promotion of commerce and economic development; and
WHEREAS, the Gila River Indian Community is offering grants to cities, towns, or counties 
under their state shared revenue agreement, and
WHEREAS, the City of Tempe desires to seek gaming grant funds from the Gila River Indian 
Community with the funds used to support the programs listed below as further set forth in the 
applications:
1.
Cahill Senior Center - Enrichment Program. This program 
enhances the quality of life of the senior citizens utilizing the Dennis 
J. Cahill Senior Center through enrichment programs like weekly 
exercise classes, excursions to local art and history museums, 
theater/music performances, and monthly special events during 
lunch. Grant request in the amount of Sixteen Thousand Four 
Hundred and Seventy ($16,470) Dollars.
2.
Connect Tempe: Older Adults Digital Access & Inclusion. 
Connect Tempe, a City of Tempe Community Health & Human 
Services initiative, empowers older adults through digital literacy 
and technology education. By bridging the digital divide, Connect 
Tempe fosters economic stability, social connection, and community 
wellness. Grant request in the amount of One Hundred Fourteen 
Thousand Forty-Nine ($114,049) Dollars.
3.
Escalante Community Connections - Senior Enrichment 
Program. There is an identified need for increased community 
connectedness and engagement among older adults, especially those 
living in communities historically under-represented. According to 
the Making Space Equity Study for Tempe Parks and Recreation, the 
Escalante, Victory Acres, and Alegre neighborhoods need significant 
investment in programs that support a feeling of safety, 
connectedness, and allow for cultural representation. Grant request in 
the amount of Thirty-Seven Thousand Eight Hundred Thirty-Six 
($37,836) Dollars.

Escalante Summer Youth Workforce Development. This program 
will assist with the implementation of a 7-week teen job training 
program for youth in the Escalante, Alegre, and La Victoria

neighborhoods of Tempe, focusing on job skills training, leadership 
development, and youth mentoring in partnership with the Kamp 
Kool program at the Escalante Multi-Generational Center 
(Escalante). Grant request in the amount of Thirty-One Thousand Six 
Hundred ($31,600) Dollars.
5.
My Brother's Keeper Experience Corps Tutoring. Since 
committing to become a My Brother's Keeper (MBK) community in 
2014, the Tempe Mayor and City Council have prioritized closing 
opportunity gaps for boys and young men of color, beginning with 
early literacy. The Experience Corps–MBK program directly 
addresses this challenge by providing young boys with consistent, 
high-quality literacy support focused on foundational pre-fluency 
skills. The program also serves as a structured pathway into the 
Experience Corps model, reinforcing continuity of support as 
students progress.  Grant request in the amount of Seventy-Three 
Thousand Sixty-Six ($73,066) Dollars.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF 
TEMPE, ARIZONA, as follows:
1.
That the City of Tempe approves the submission of the City of Tempe's applications 
for funds from the Gila River Indian Community for the purpose of supporting 
programs as further set forth in its applications.
2.
That the City Manager or designee is authorized to forward the above approved 
applications to the Gila River Indian Community.

ARIZONA, this 5th day of March, 2026.
