CITY OF TEMPE Meeting Date: 3/5/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 7C9 ACTION: Adopt a resolution authorizing the City of Tempe to serve as a pass through entity for the submission of Maricopa County Community Colleges District Foundation’s application for gaming grant funds from the Pascua Yaqui Tribe. (Resolution No. R2026.25) FISCAL IMPACT: The City of Tempe will serve as a pass through entity for Maricopa County Community Colleges District Foundation’s (MCCCDF) grant request of $10,000. There is no fiscal impact to the City of Tempe. Sufficient budget appropriation for expenditure of this grant will be requested to be included in the Governmental Grants Fund (Fund 46) budget as part of the upcoming fiscal year 2026-27 adopted budget. RECOMMENDATION: Adopt Resolution No. R2026.25. BACKGROUND INFORMATION: Arizona law requires participating tribal communities to contribute 12% of their annual gaming proceeds to local governments for government services that benefit the general public, including public safety, mitigation of gaming impacts, and the promotion of commerce and economic development. In the spirit of regional cooperation, City of Tempe acts as a pass through for a portion of Pascua Yaqui Tribe's statutory contribution to external organizations to which the tribe has awarded a grant. If the Pascua Yaqui Tribe approves the grant request, which it will consider in the fall of this year, the City Council will enter into an Intergovernmental Agreement with the tribe for disbursement of the funds to MCCCDF. MCCCDF has applied for funds to support its “EmpowerED for Student Success” program to assist up to 33 additional students in gaining access to the “Basic Needs” resources they require to stay in school and on the path toward achieving their full potential during the 2026 calendar year.
