ACTION:  Adopt a resolution authorizing the submission of the City of Tempe's applications for gaming 
grant funds from the Pascua Yaqui Tribe. (Resolution No. R2026.26)
FISCAL IMPACT:  If granted by the Pascua Yaqui Tribe, the City of Tempe will receive $73,206 to 
fund programs. Sufficient budget appropriation for expenditure of this grant will be requested to be 
included in the Governmental Grants Fund (Fund 46) budget as part of the upcoming Fiscal Year 2026-
27 adopted budget.
RECOMMENDATION:  Adopt Resolution No. R2026.26.
 
BACKGROUND INFORMATION:  Arizona law requires participating tribal communities to contribute 
12% of their annual gaming proceeds to local governments for government services that benefit the 
general public, including public safety, mitigation of gaming impacts, and the promotion of commerce 
and economic development. The City of Tempe annually applies for gaming grants to fund City programs 
and services. Approval of the accompanying resolution would allow the City of Tempe to submit 
applications to the Pascua Yaqui Tribe for the following programs and events:

Bridge Shelter Multi-Use Playground. Community Health and Human Services - Housing 
Services’ newest low-barrier homeless bridge shelter is located at 1915 E. Apache Blvd. and is 
seeking funding to build a dog run. The dog run will provide a safe and welcoming space for 
shelter residents and pets to exercise, socialize, and recharge while transitioning to stable 
housing. The dog run will transform the shelter into a vibrant community hub, offering structured 
and unstructured play opportunities with residents and their dogs that will enhance shelter 
services and residents’ quality of life. The shelter’s mission is to not only provide temporary 
housing but to also foster dignity, well-being, and social connection. The dog run will create a 
safe and engaging environment, supporting shelter residents in maintaining a sense of stability, 
connection, and wellness during a critical time in their transition out of homelessness while 
helping the shelter meet its mission. Requested funding will be used to construct the dog run 
and provide equipment for the dog run at the Bridge Shelter. This grant request is for $63,206.

Tempe Center for the Arts Indigenous Programming. Tempe Center for the Arts (TCA) 
presents two free annual events focused on highlighting Indigenous culture and amplifying the 
reach of Indigenous artists. The first event, Indigena, is curated by Cultural Coalition and 
celebrates the indigenous traditions of Latin America, featuring dance, music, storytelling, 
fashion, and food. Art-making activities and performances take place throughout the day. The 
second event, Native Holiday Market by OXDX, is curated by Jared Yazzie of OXDX Clothing. 
This vibrant holiday market showcases talented Arizona Indigenous artists and small businesses 
with over 100 booths and tables and includes performances and food. TCA is seeking grant 
funding to help offset the cost of both programs, which remain free to the public. Investing 
additional funding will allow the programs to grow and improve. Requested funding for this 
program will provide artist fees and services for both Indigenous programs. This grant request is 
for $10,000.

If Pascua Yaqui Tribe approves the grant requests, they will announce awarded grants in the fall of this 
year and the City Council will enter into an Intergovernmental Agreement for disbursement of funds.
