CITY OF TEMPE Meeting Date: 3/5/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 8A3 ACTION: Approve a one-year contract renewal with Artistic Land Management, Inc. to provide landscape maintenance services to street medians and right-of-way areas. FISCAL IMPACT: The total cost of the contract will not exceed $1,500,000. Sufficient funds have been appropriated in the Highway User Revenue Fund, Cost Center 3814 (Right-of-Way Maintenance), for the anticipated expenditures during the current fiscal year and next fiscal year, contingent upon City Council approval of the City’s annual budget. RECOMMENDATION: Approve the contract renewal. BACKGROUND INFORMATION: (T23-127-01) City Council approved the contract award on April 20, 2023, for an initial one-year period with four, one-year renewal options. This is the third of four, one- year renewal options. Artistic Land Management provides landscape maintenance services for approximately 440 right-of-way areas and medians covering over 5.6 million square feet throughout the City. All services performed under this contract will be in accordance with Chapter 13A of the Tempe City Code relating to Environmental Programs and Standards. The contracted services are provided on a fixed schedule and include the maintenance and care of ground cover and shrubs, maintenance and repairs to irrigation systems, along with general cleanup, and pest and weed control. Artistic Land Management utilizes environmentally friendly weed control products typically used under Integrated Pest Control Management plans, rather than environmentally harmful chemicals. The performance of the contractor was rated by City staff as follows: Artistic Land Management, Inc. This is the first increase in two years and is considered fair and reasonable.
