CITY OF TEMPE Meeting Date: 3/5/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 8A5 ACTION: Approve the utilization of a one-year City of Phoenix cooperative contract with Calgon Carbon Corporation for the supply, placement, removal and thermal reactivation of granular activated carbon. FISCAL IMPACT: The total cost of the contract will not exceed $4,300,000. Sufficient funds have been appropriated in the Water and Wastewater Fund, Cost Centers 3013 (Johnny G. Martinez W.T.P.), 3014 (South Tempe W.T.P.) and 3016 (Water Field Facilities) for the anticipated expenditures during the current fiscal year and next fiscal year, contingent upon City Council approval of the City’s annual budget. RECOMMENDATION: Approve the utilization of the contract. BACKGROUND INFORMATION: (CON133070-0) City of Phoenix issued a solicitation for the supply, placement, removal and thermal reactivation of granular activated carbon. The granular activated carbon supplied by this contract, branded as Filtrasorb 400, is a component in Tempe’s water treatment process. The City of Phoenix utilized a competitive request for qualifications that resulted in the negotiations and award of a long-term contract with Calgon Carbon Corporation. Multiple municipalities in the area utilize the City of Phoenix cooperative agreement.
