ACTION: Award a construction services contract to B&F Contracting, Inc., for Project No. 3221025B – 
Joint Tempe – Mesa Sewer Rehabilitation – 2025 – GMP 1.
FISCAL IMPACT: The construction contract amount is $4,943,673.81, with a contingency of 
$500,000. Funds to cover this contract, related costs and any future addenda are appropriated in Fiscal 
Year 2025/26 and future years, contingent upon City Council approval of the City’s annual budget, in 
Capital Improvement Project No. 3221099 (Wastewater Collection System Upgrades and 
Improvements).This infrastructure is jointly owned by Tempe and the City of Mesa and cost share will 
be per the existing Intergovernmental Agreement.
RECOMMENDATION:  Award contract
 
BACKGROUND INFORMATION:  The Water Utility Division of the Public Works Department 
maintains a long-term asset management program that ensures reliable operations of associated 
infrastructure. The program includes the wastewater collection system with approximately 500 miles of 
gravity sewer pipeline and roughly 10,000 manholes. Approximately 14 miles of the sewer pipelines 
within Tempe city limits are jointly owned with the City of Mesa. The City of Tempe contracts for yearly 
inspections and condition assessments of various sections of the jointly owned infrastructure, and based 
on these evaluations, capital improvement projects are identified to ensure continued reliable operation. 
This contract is to provide construction services.
Scope of Work: Includes the following:

Rehabilitation of 7 sanitary sewer access manholes, and

Rehabilitation of 1,230 linear feet of sanitary sewer pipe (3 segments)

Bypass operations
