OVERVIEW:  
The City of Tempe has hired historical architect Robert Graham of Motley Design Group to design a 
rehabilitation plan for the City-owned Harry Walker House, located at 25 East 5th Street, in preparation 
for the building's occupation by tenant Novel Ice Cream. As part of Mr. Graham's contract with the City, 
he will be making a presentation to the HPC on the draft plans for the property.  City staff directed Mr. 
Graham to design plans that will preserve existing historical elements, making repairs where necessary, 
and allowing for some accommodations for the new business's operations. Mr. Graham's scope includes 
plumbing, electrical, landscaping, and the house itself.
