International Green Construction Code Update

PURPOSE:
The purpose of this presentation is to provide Tempe City Council an update on the voluntary adoption 
of the 2018 International Green Construction Code (IgCC).
RECOMMENDATION OR GUIDANCE REQUESTED:
Provide feedback on the direction and process staff are taking with the voluntary 2018 IgCC  as well as 
a resolution to adopt the proposed 2024 IgCC for new municipal buildings.

BACKGROUND INFORMATION:
In March of 2022, Tempe City Council approved the Climate Action Plan Update (CAPU). Within the 
CAPU, three highlight actions are identified as strategies to prioritize in order to get us closer to our 
community and municipal carbon neutrality goals. Green Codes and Standards is a highlight action that 
has been identified to help mitigate the current effects of extreme heat by cooling our community and be 
beneficial towards lowering pollution. 
In November of 2022, Tempe City Council adopted the 2018 IgCC as a voluntary code for private 
development and approving  Resolution R2023.178, requiring newly constructed city buildings to follow 
the 2018 IgCC. Council also approved funding in the FY22/23 budget for a full time Green Building Energy 
Conservation Specialist within the Building Safety Division. This position guides implementation, 
educates applicants and staff, reviews IECC & IgCC, and tracks progress toward the implementation of 
the IgCC for future code cycles. 
As part of the City’s current building code update, Building Safety staff have reviewed and aligned with 
the 2024 International Code Council publications. Through this process, staff have evaluated the 2024 
IgCC and will be recommending voluntary adoption to ensure Tempe remains aligned with current best 
practices in energy efficiency, heat mitigation, and sustainable construction practices. Public meetings 
for all of the updated building codes and proposed amendments will be held on next month on April 1.
