Minutes of the study session of the Development Review Commission, of the City of Tempe, was held in Council Chambers 31 East Fifth Street, Tempe, Arizona Present: City Staff Present: Chair Andrew Johnson Jeff Tamulevich, Director, Community Development Vice Chair Michelle Schwartz Ryan Levesque, Deputy Director, Community Development Commissioner Barbara Lloyd Michelle Dahlke, Principal Planner Commissioner Linda Spears Karen Stovall, Senior Planner Commissioner Joe Forte Whitney Mayfield, Planner Commissioner Larry Tom Warren Rivera, Planner Commissioner Stefan Richter Joanna Barry, Administrative Assistant Absent: Alt Commissioner Rhiannon Corbett Alt Commissioner Charles Redman Alt Commissioner Robert Miller 1) CALL TO ORDER: Hearing convened at 5:44 p.m. and was called to order by Chair Johnson 2) REVIEW OF REGULAR MEETING AGENDA CONSIDERATION OF MEETING MINUTES: 2A) Development Review Commission – Study Session 2/10/26 2B) Development Review Commission – Regular Meeting 2/10/26 REVIEW OF PROJECTS ON FEBRUARY 24, 2026 REGULAR MEETING AGENDA Item #4A – NEVAREZ REMODEL (PL250322) – on consent Item #4B – VENTURA DRIVE 2ND STORY (PL250400) – on consent Item #4C – OWENS RESIDENCE (PL250444) – on consent 3) PROJECT UPDATES BY STAFF (CITY COUNCIL ACTION ITEMS): Ryan Levesque, Deputy Director, Community Development – Planning, advised the Commission that at their February 5th meeting the City Council unanimously approved the following items: • Zoning Map Amendment for Marlett’s Garage. • Rezoning and General Map Amendment for Priest & Alameda Mr. Levesque stated that there will be a Board of Adjustment similar use ruling tomorrow night and depending on the outcome it will likely lead us into an appeal hearing for the autonomous vehicle charging station at the March 26th City Minutes Development Review Commission STUDY SESSION February 24, 2026 DEVELOPMENT REVIEW COMMISSION STUDY SESSION February 24, 2026 2 Council meeting. He advised that the appeal of the Massage Aces Use Permit will also be heard at that City Council meeting. Chair Johnson stated there was a question about what the concern was with the Massage Aces item.
