BACKGROUND INFORMATION: MALEE SPA (PL260052) is proposing to locate within an empty 
suite in the Cavalier Plaza located at 1646 North Scottsdale Road. The property is zoned CSS. 
The request includes the following:
ZUP260021 Use Permit to allow a massage establishment within the CSS zoning district.
