Minutes of the Parks, Recreation, Golf and Double Butte Cemetery Advisory Board meeting held on 
February 11, 2026, 6:00 p.m., Hybrid Meeting- Tempe Public Library 2nd floor Cottonwood Board Room, 
3500 S Rural Rd., Tempe, AZ, and virtual through Microsoft Teams.

Upon the establishment of a quorum, meeting was called to order at 6:01 p.m. by Lane Waddell.

Agenda Item 2 – Approval of Meeting Minutes 
January 14, 2026 
Motion by Mary Farmer to approve January 14, 2026, meeting minutes. Seconded by Elizabeth Hatch. Motion 
passed by a 6-0 vote. 
Ayes: Lane Waddell, Mary Farmer, Eli Enger, Elizabeth Hatch, Lauren Wunderlich, and Lisa Zyriek 
Absent: Katelyn Keberle, Gerardo Lopez, Cory Pechtl, and Regina Ponder were absent. Susan Carlson arrived 
after the vote.

Agenda Item 3 – Grass Clippings Rolling Hills Update 
Alex Jovanovic introduced Jake Hoselton and Connor Riley from Grass Clippings Rolling Hills (GCRH) to give 
a brief background and provide a quarterly update regarding operations at the facility. 
 
• 
Presentation Information 
o Construction timeline (completed items: night golf, driving range enhancements, pro shop, 
outdoor bar, restaurant/kitchen, and event lawn) 
o Landscaping and Maintenance  
o Wash Restoration effort separated in Zones A-C. 
o Events / Event Lawn space (farmers market, yoga on the lawn, live music, Rolling Hills on Golf 
Channel, Grass Clippings Open, etc.). 
o Rounds Report (currently sifting through miscellaneous category due to system changes) 
o Community Engagement (men’s and women’s leagues, ADOT league, Tempe High School, and 
High School Golf Tournament under the lights)

Board members asked questions and made comments about: 
o How many people utilize the driving range? The driving range is similar to Top Golf. 
o How many people come for the outdoor bar and restaurant and not golf? 
o Regarding Glenrosa: a board member when for lunch and indicated it was delicious with great 
customer service. 
o Are members allowed to play golf during the yoga event? Is there usually a large amount of 
participants attending the yoga event? 
o Regarding events: where do people park? 
o League rounds did not go down. 
o How many rounds can you play per day? Is that the cap? Would you like more rounds played 
per day? 
o Whatever happened to the bar that was supposed to be by hole 7? 
o GCRH is fantastic! 
Agenda Item 5 – Urban Forestry Update 
Alexander Jovanovic introduced Richard Adkins, City Urban Forester, to present on behalf of the Urban 
Forestry section within Parks.

o Activity updates 
o 2025 updates 
o Maintenance (storm damage, routine, river bottom/Indian Bend Wash, and Urban Wood 
program) 
o Outreach (Growing Together, School Greening in Tempe Elementary, Neighborhood 
grants/HOA’s, Tree City USA and of the World, tree and shade canopy goal changed to 18%, 
tree planting and care brochure, councilmember video, program mailing)

o Planting & Trainings (Community Tree Steward cohort, Aguliar School, Girl Scout, planting 
workshops, Tempe leadership plantings, April is Arbor month, neighborhood celebration book, 
Tempe Cares planning, and SRP Right Tree/Right Place program).

Board members asked questions and made comments about: 
o Do you know what we did with the wood from the storm damaged trees? Do you keep them as 
live edge? Are you able to sell? 
o Are there still trees down? Ken McDonald Golf Course (KMGC) is still in bad shape, is that 
Urban Forestry area? 
o Is it the City’s responsibility to replace trees at KMGC? 
o When trees are replaced, do they have to replace with like-species at KMGC?

Is Urban Forestry going through City of Tempe Parks?

Do you know if this is the same for private properties, i.e. Warner Ranch, City code on 
instances like that?

Interesting, as weather was different back then when CC&R’s were established. 
o Regarding cost match: is there a list of trees you can use? 
o Is engineered shade similar to a playground shade structure? 
o Does the City have covered parking at every city facility? Curious why schools also do not have 
solar paneled covered parking. 
o Greenery at Fuller is now rocks. 
o Assuming these handouts also go to NA/HOA’s? 
o Do you have a way to measure heat in neighborhoods? Encourage residents to identify heat or 
temperature within the city. 
o You do a great job and touched all the bases within the community. The board has talked about 
Living Tree Program in the past; will you be making adjustments? 
o What are the two trees you will not plant? 
Agenda Item 4 – Park Safety: Park Ranger Data 
Lane Waddell requested specific information on park safety both from Park Rangers and Tempe Police. 
Alexander Jovanovic presented on behalf of Park Ranger data and the Tempe Police data request will be 
provided at a future meeting.

o Performance Measure 1.23 Feelings of Safety in Parks 
o Park Ranger Presence (52 parks and preserves) 
o Zencity Sentiment Survey – 2025 findings (findings ranged from: park ranger interactions, 
feeling of safety, maintenance, homelessness, to ranger visibility) and top concerns by topic 
(homelessness, night safety, drug use, maintenance, sanitation, vandalism) 
o Top 15 parks with the highest report numbers in 2024 versus 2025

o How many police reports within the parks?

o Referring to Zencity data: What is the left axis with no number? 
o What is the park ranger’s job description? What is the procedure when a park ranger 
approaches a park? 
o Difference between unsheltered engagement, urban camping, and encampment?

Could there be more than one violation within one interaction? 
o Are you pleased with the program? 
o How many rangers are there? Are they all full-time? 
 
Agenda Item 6 – Board Agenda Items 
As voted on from last meeting that board members would send Shelbie their goals, priorities, and agenda 
topics, items not yet received. Board members were asked to ensure their goals and priorities were sent to the 
Shelbie in order to agendize for future meetings.  
 
Agenda Item 7 – Future Agenda Items 
Board members were asked to ensure their goals and priorities were sent to the Shelbie in order to agendize 
for future meetings. Lisa Zyriek requested information regarding the Double Butte Cemetery report, an update 
on the Living Tree Program, and working with Development Review Commission (DRC) on pocket parks. Lane 
Waddell mentioned an update from CourseCo regarding Ken McDonald Golf Course. Lane Waddell and 
Elizabeth Hatch asked for a follow up about Grass Clipping Rolling Hills walkways improvements, safety, 
men’s and women’s association concerns, driving range and hole 2.  
 
Agenda Item 7 – Public Meeting Attendance, Notices, & Announcements 
Lane Waddell reminded the board that the next meeting will be held at North Tempe Multi-Generational Center 
and confirm your attendance with Shelbie whether you are attending or unable to attend.
