CITY OF TEMPE Meeting Date: 3/26/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 7B1 ACTION: Approve the utilization of a one-year Sourcewell cooperative contract with Vertosoft, LLC for the purchase and implementation of a customer-facing portal solution for the Customer Services Division. FISCAL IMPACT: The total contract cost will not exceed $228,292.13. Sufficient funds have been appropriated in the Water/Wastewater Fund, Cost Center 1841 (Finance: Customer Services), for anticipated expenditures during the current fiscal year and next fiscal year, contingent upon City Council approval of the City’s annual budget. RECOMMENDATION: Approve the utilization of the contract. BACKGROUND INFORMATION: (060624-VTO-02) Sourcewell solicited and awarded a cooperative contract to Vertosoft, LLC, for a software marketplace where a wide variety of software solutions are available for purchase. The City has been evaluating options for a customer portal unified with the City’s new Oracle Customer Cloud Service (CCS). In July of 2025, the City began implementing CCS to modernize its customer care and billing operations. To fully realize the benefits of this investment, a customer portal is essential to provide residents with convenient 24/7 access to key services including bill viewing, payment processing, usage tracking, and account management. After market review, staff has selected HometownHUB, a qualified Vertosoft partner, to deliver the MyHUB customer-facing digital portal. This software company is available through Vertosoft and with Council approval, they will initiate implementation and provide annual maintenance services for this solution. MyHUB will improve operational efficiency, reduce service costs, and deliver a modern digital experience aligned with the City’s smart service vision. MyHUB delivers a native extension and operates directly on CCS data and business processes. Concurrent implementation of the MyHUB portal with the CCS application will deliver superior value while reducing risk and avoiding costly duplication of effort across testing, change management, and delivery activities. The annual licensing fee will be invoiced upon completion of user acceptance testing and in alignment with the CCS go-live date.
