REQUEST FOR COUNCIL ACTION

ACTION: Approve an increase to the contract amount with Routeware, Inc. to purchase and install 
route management hardware kits for new Solid Waste Trucks to include software and licensing support.
FISCAL IMPACT:  The total cost of this contract will increase by $75,000 to a new not to exceed value 
of $921,065. Sufficient funds have been appropriated in the Solid Waste Fund, Cost Center 3712 
(Administration) for the anticipated expenditures during the current fiscal year and future fiscal years, 
contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Approve the contract increase.
 
BACKGROUND INFORMATION:  (T17-109-01) On November 22, 2017, City Council awarded a 
contract to Routeware for the City’s Solid Waste fleet management software and route optimization 
solution that included four, one-year renewal options.  When the renewal options were exhausted, staff-
initiated negotiations with Routeware to develop a new long-term renewal. As a result of these 
negotiations, on May 26, 2022, City Council approved a five-year renewal that established firm pricing 
for each year at a savings of 2.5% per year. Since that time, the City has approved additional hardware, 
resulting in increased maintenance and support costs. Additionally, Routeware completed an integration 
with the City’s Customer Care and Billing system (CC&B) that improved payment efficiency for Solid 
Waste commercial customers, thereby impacting the City’s annual support cost.
