REQUEST FOR COUNCIL ACTION

ACTION:  Approve a trial program to test and evaluate the capabilities of the Axon Outpost Automated 
License Plate Recognition (ALPR) solution. (Material Added)
FISCAL IMPACT:  There is no cost to the City for this trial program.
RECOMMENDATION:  Approve the trial program.
 
BACKGROUND INFORMATION:  (T26-117-01) The purpose of this trial program is to allow the 
Police Department to evaluate the capabilities of the Axon Outpost ALPR solution in a real-time 
operating environment and determine whether it meets operational requirements and needs.  If the trial 
is approved, the City will initiate a 60-day trial using three (3) Axon Outpost ALPR units.  The trial period 
may be extended by the City, if needed.  This evaluation will allow Police staff to fully evaluate the 
functionality of the Axon solution as well as provide feedback to the Axon team on any issues or concerns 
discovered.  
As part of the trial period, any data captured by the system will not be shared with any external agencies, 
entities, or users unless it has been specifically approved by the Tempe Police Department.  Access to 
the data by Axon and the Tempe Police Department shall be restricted to law enforcement purposes or 
purposes involving troubleshooting, maintenance, or diagnostic screenings to assure operability of the 
system during this trial period.  The attached Axon Outpost Trial Agreement has been negotiated by 
Dave Park, Senior Assistant City Attorney and Rachel Heintz, Police Legal Advisor.
