REQUEST FOR COUNCIL ACTION
Agenda Item: 7B16
ACTION: Award two-year contracts with three, one-year renewal options to SiteOne Landscape Supply 
and Total Maintenance Erosion Control LLC for the purchase of a variety of decomposed granite, sand, 
and base materials.
FISCAL IMPACT:  The total cost of the contracts will not exceed $240,000. Sufficient funds have been 
appropriated in the General Fund, Cost Centers 3254 (Parks Maintenance – Rio Salado), 3255 (North 
Parks), and 3258 (South Parks) for anticipated expenditures during the current fiscal year and future 
fiscal years, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Award the contracts.
 
BACKGROUND INFORMATION:  (26-045) The City issued a Request for Proposal (RFP) to 
establish a contract for the supply and delivery of various types of decomposed granite, sand, and base 
materials. These materials are essential for the ongoing maintenance, repair, and improvement of City 
parks, landscaped areas, trails, and other public spaces. The materials support routine maintenance 
operations and preserve the safety, functionality, and appearance of City-owned properties. 
Evaluation Process
The RFP was published on December 23, 2025, to all registered firms for this commodity area. A total 
of 32 firms downloaded the solicitation from the City’s e-procurement portal resulting in the submission 
of three proposals from the following firms.

Total Maintenance Erosion Control LLC
•
SiteOne Landscape Supply
The responses were reviewed and scored by a committee comprised of Community Services and 
Procurement staff in accordance with the evaluation criteria shown below.

Recommendation
The evaluation committee recommends awarding contracts to SiteOne Landscape Supply and Total 
Maintenance Erosion Control LLC for the supply of decomposed granite, sand, and base materials. 
Multiple awards are recommended to ensure sufficient resources are available to meet anticipated 
demand. Both firms offer competitive pricing and are conveniently located, providing the City with flexible 
options for material pickup and delivery.
