RESOLUTION NO. R2026.32
A RESOLUTION OF THE CITY COUNCIL OF THE CITY 
OF TEMPE AUTHORIZING PARTICIPATION IN THE 
MARICOPA HOME CONSORTIUM AND APPROVING 
AMENDMENT NO. 7 TO THE HOME CONSORTIUM 
AGREEMENT ADDING THE CITY OF GOODYEAR AS A 
MEMBER.
WHEREAS, the HOME Investment Partnerships Program (“HOME Program”), 
authorized under Title II of the Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. 
§ 12701 et seq.), provides federal funds to expand the supply of decent, safe, affordable housing 
for low-income households; and 
WHEREAS, the U.S. Department of Housing and Urban Development (“HUD”) permits 
units of general local government to form consortia for the purpose of qualifying as a Participating 
Jurisdiction under the HOME Program, pursuant to 24 CFR Part 92; and
WHEREAS, the Maricopa HOME Consortium has been recognized by HUD as a HOME 
Consortium and has entered into a three-year Consortium Agreement approved by HUD; and
WHEREAS, the City of Goodyear desires to join the Consortium and participate in the 
HOME Program through the Consortium and has negotiated an amendment to the Consortium 
Agreement to add the City of Goodyear as a member.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 
OF TEMPE, ARIZONA, hereby: 
1. The City of Tempe hereby approves participation in the Maricopa HOME Consortium 
and authorizes execution of the Amendment to the Consortium Agreement adding City of 
Goodyear as a member.
2. The Mayor is authorized to execute the Amendment to the Consortium Agreement and 
any related documents necessary to effectuate participation in the Consortium, subject to HUD 
approval.
3. The City Manager (or designee) or the Community Health and Human Services Director 
(or designee) is authorized to execute any other documents including amendments necessary to 
effectuate the purposes of this Resolution.
