REQUEST FOR COUNCIL ACTION

ACTION:  Adopt a resolution approving and authorizing the Mayor to sign an Intergovernmental 
Agreement between the City of Tempe and Maricopa County, administered by its Human Services 
Department, for workforce development services. (Resolution No. R2026.33)
FISCAL IMPACT:  The Intergovernmental Agreement has a one-year term from July 1,2025 through 
June 30, 2026, with a total agreement amount not to exceed $52,199.54. Sufficient funds have been 
appropriated from Community Development Block Grant (“CDBG”) cost center 2875 for integrated 
workforce service delivery expenditures and training efforts during the current fiscal year.
RECOMMENDATION:  Adopt Resolution No. R2026.33.
 
BACKGROUND INFORMATION:  The City of Tempe (“City”) and Maricopa County, administered 
by its Human Services Department, Workforce Development Division (“County”), have a longstanding 
partnership to integrate workforce development services into the City’s Community Health & Human 
Services network.
This Intergovernmental Agreement supports an integrated service delivery model designed to:

Provide Workforce Innovation and Opportunity Act (WIOA) case management and career 
services to income-eligible adult and youth residents; and

Support Tempe employers by strengthening the local talent pipeline.
Under the Agreement, Maricopa County will assign:

One Workforce Development Coordinator, and

One Workforce Development Youth Career Guidance Specialist, both of whom will be stationed 
40 hours per week at City facilities, including:

Escalante Community Center (youth services), and

Tempe Public Library.
Services include case management, career exploration, job readiness workshops, employer 
engagement, and supportive services for eligible participants. All services will comply with HUD CDBG 
requirements, including income eligibility verification and reporting.
The Agreement aligns with the City’s goals to expand access to employment pathways, support 
economic stability, and coordinate workforce services across community partners.
