A RESOLUTION OF THE CITY COUNCIL OF THE CITY 
OF 
TEMPE, 
ARIZONA, 
APPROVING 
OF 
AND 
AUTHORIZING 
THE 
MAYOR 
TO 
EXECUTE 
AN 
INTERGOVERNMENTAL 
AGREEMENT 
WITH 
MARICOPA COUNTY, ADMINISTERED BY ITS HUMAN 
SERVICES DEPARTMENT, RELATED TO WORKFORCE 
DEVELOPMENT.
WHEREAS, the City of Tempe and Maricopa County have a longstanding partnership to 
integrate workforce development services into the City’s Community Health and Human Services 
network; and 
WHEREAS, the parties have found that the relationship is beneficial to the City and 
Maricopa County; and
WHEREAS, the parties now desire to provide Workforce Innovation and Opportunity Act 
(“WIOA”) case management and career services to income-eligible adult and youth resident and 
also support Tempe employers by strengthening the local workforce; and 
WHEREAS, under the agreement, the County will assign one Workforce Development 
Coordinator and one Workforce Development Your Career Guidance Specialist to work in City 
facilities and provide, among other things, case management, career exploration, and job readiness 
services to eligible residents.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 
OF TEMPE, ARIZONA, hereby:
1.
Approves of and authorizes the Mayor to execute an Intergovernmental Agreement with 
Maricopa County, administered by its Human Services Department, related to workforce 
development.
2.
Authorizes the City Manager (or designee) or the Community Health and Human Services 
Director (or designee) to take such further actions and execute such additional documents, 
including, but not limited to, administrative change orders or amendments to the IGA as 
are necessary to implement the intent of this Resolution and the IGA.
