CITY OF TEMPE Meeting Date: 3/26/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 7C6 ACTION: Adopt a resolution establishing a City of Tempe Gift and Donation Acceptance Policy. (Resolution No. R2026.35) FISCAL IMPACT: No fiscal impact. RECOMMENDATION: Adopt Resolution No. R2026.35. BACKGROUND INFORMATION: From time to time, the City receives requests from members of the community to make donations for the benefit of the City. Donations are not covered under the City’s Procurement Code and the City currently does not have a formal gift and donation policy for small donations and gifts. The purpose of the policy is to establish a process for the acceptance, evaluation, documentation and management of monetary and tangible donations/gifts made to the City. The proposed policy will provide guidance to departments and employees when a donor seeks to make donations or gifts to the City. The policy will apply to all departments, divisions, and offices within the City that may receive donations from individuals, businesses, nonprofits, or other entities. Department Directors will be able to accept donations up to $2,500, and the City Manager will be able to authorize donations up to $15,000. Donations must be consistent with existing City programs and policies. Donations can be rejected if unreasonable stipulations are requested or for any reason. The policy also provides for tracking and reporting of gifts to City Council on an annual basis – with the exception of donations valued at less than one hundred dollars. The policy is to govern the acceptance of all donations unless a donation is received and approved in accordance with another specific City policy, resolution, or ordinance. The policy will not apply to any grant or other form of assistance when, in order to receive such a grant or assistance, the City is required to provide matching funds and/or execute a contract or similar document committing the City to an expenditure of funds or a particular course of action.
