ACTION:  Adopt a resolution establishing a one-time holiday known as Day of Recognition for Women 
Farmworkers to honor their contributions through work, service, and leadership. (Resolution No. 
R2026.38)
FISCAL IMPACT:  None
RECOMMENDATION:  Adopt Resolution No. R2026.38.
 
BACKGROUND INFORMATION:  Resolution No. R2026.38 amends Resolution No. 2000.11, 
adopted by the Tempe City Council on February 17, 2000, establishing the thirty-first day of each March 
as Cesar Chavez Recognition Day for the City of Tempe. The Tempe City Council adopted Resolution 
No. 2000.16 on March 16, 2000, revising the City of Tempe Personnel Rules and Regulations to reflect 
the Council approval of Resolution No. 2000.11, which established Cesar Chavez Recognition Day on 
March 31 of each year. On July 10, 2003, the Tempe City Council adopted Resolution No. 2003.10, 
authorizing changes, additions, and deletions to the City of Tempe Personnel Rules and Regulations, 
which included the addition of Cesar Chavez Recognition Day to the Holiday Schedule in the Tempe 
Personnel Rules and Regulations.
The goal of the amendment, as set forth in Resolution No. R2026.38, is to honor those women who were 
part of the movement that changed the lives of so many farmworkers. Their efforts led to a better quality 
of life for them and for other professionals. They also wanted to recognize the trauma that some have 
suffered.
Tempe’s Six-Sided Partnership recommended the designation as a temporary name for the Cesar 
Chavez holiday. The Six-Sided Partnership includes representatives of the United Arizona Employees 
Association, the Tempe Officers Association, the Tempe Supervisors Association, the International 
Association of Fire Fighters, the Confidential Employees, and the Senior Management Team.
The Six-sided Partnership will meet over the next few months to discuss a permanent name and date 
for the paid holiday.  The City will bring forth revised Personnel Rules and Memoranda of Understanding 
(MOUs) for ratification to reflect this change.
