REQUEST FOR COUNCIL ACTION

ACTION:  Approve the utilization of one-year Mohave Educational Services Cooperative contracts with 
Arizona Recreation in joint venture with JP & Sons, Inc.; Dave Bang Associates, Inc.; Exerplay, Inc.; 
and Play it Safe Playgrounds and Park Equipment, Inc., for the supply of playground, splash pad, 
outdoor fitness, and related equipment for use by the Community Services Department.
FISCAL IMPACT:  The total cost of the contracts will not exceed $1,600,000. Sufficient funds have 
been appropriated in Park Improvement/Recreation Capital Improvement Program (CIP), Projects 
6305499 (Park Playground/Replacement), and 6399829 (Park Infrastructure/Equipment Replacement), 
for anticipated expenditures during the current fiscal year and next fiscal year, contingent upon City 
Council approval of the City's annual budget.
RECOMMENDATION:  Approve the utilization of the contracts.
 
BACKGROUND INFORMATION:  (24K-0222) Mohave Education Services Cooperative Inc. 
(Mohave) solicited bids and awarded contracts for playground splash pads, outdoor fitness, and related 
equipment. These contracts also provide extensive selections of various safety surfaces. The contracts 
are effective through February 21, 2027.
The primary purpose of Mohave is to establish cooperative contracts for a wide variety of commonly 
needed resources that are made available for use by Arizona public entities. Through the aggregation 
of quantities, Mohave can generate additional cost savings for public entities. Mohave follows 
procurement regulations that are similar to the City's and has a robust contract administration process 
that ensures contract compliance.
These contracts will be used to supplement the City's existing contracts, providing additional equipment 
options. Most of the equipment at the City's park playgrounds range in age from 15 to 30 years. Each 
year, individual pieces of playground equipment can fail prior to a park playground scheduled renovation. 
Often due to age, use, weathering, and vandalism, an individual piece of equipment may need to be 
replaced immediately rather than waiting for a schedule replacement.
General Pricing for Contracts
Mohave utilized a competitive bid process that established discounts off list pricing.  Discounts range 
from 5% to 30% off list pricing for the approved manufacturers.  Labor rates range from $32 to $115 per 
hour depending on the trade category.
