REQUEST FOR COUNCIL ACTION

ACTION:  Award a construction contract to Achen-Gardner, L.L.C., for Project No. 3221025 – 
Wastewater Collection System Rehabilitation.
FISCAL IMPACT:  The contract amount is $1,501,367.51 and the contingency is $225,000. Funds to 
cover this contract and related expenses are appropriated in Fiscal Year 2025/26 and future years, 
contingent upon City Council approval of the City’s annual budget, from the Capital Improvement Project 
No 3221099 (Wastewater Collection System Upgrades and Improvements.)
RECOMMENDATION:  Award contract
 
BACKGROUND INFORMATION:  The City of Tempe Wastewater Collection system includes 
approximately 500 miles of gravity sewer mains and more than 10,000 manholes.  
The Public Works Department - Water Utilities Division’s asset management program involves 
inspections and assessments of 60 miles of pipeline and 1,000 manholes each year. Maintaining the 
structural and operational condition of this system is critical to public health. As part of this effort, a 
consultant supplements in-house inspection capabilities and generates an annual summary report that 
prioritizes needed pipeline and manhole rehabilitation projects.
This contract is to award the construction contract to the lowest approved bidder selected through the 
Invitation to Bid process. 
Scope of Work:   

Rehabilitation of 26 sewer pipe segments: 

Install cured-in-place-pipe

Open cut sanitary sewer pipe replacement

Relocate cross bore utility

Rehabilitation of 8 manholes: 

Repair existing manhole liners

Apply epoxy coating to the manhole interior

Install corrosion-resistant structural manhole inserts

Remove and replace frame and covers, chimneys, and cones. 

Divert sewer flow as required
