ACTION:  PUBLIC HEARING ITEM Hold the second and final public hearing to adopt an ordinance 
amending the Tempe City Code, Chapter 2 (Administration), Article 5 (Boards and Commissions), 
Division 10 (Commission on Disability Concerns), Section 2-265 (Established; composition), to add 
youth members to the Commission on Disability Concerns. The first public hearing was held on March 
5, 2026. (Ordinance No. O2026.09)
FISCAL IMPACT:  None
RECOMMENDATION:  Adopt Ordinance No. O2026.09.
 
BACKGROUND INFORMATION:  This ordinance amends Tempe City Code Section 2-265 to add 
up to two youth members to the Commission on Disability Concerns (CDC). If the ordinance is adopted, 
the CDC will consist of eleven (9) adult members and up to two (2) youth members. The goal of the 
amendment is to further the City’s priority to develop strong community connections by providing 
residents with opportunities to participate in open governance. The proposed amendment provides an 
opportunity for youths’ interests, needs and ideas to be represented on the CDC, whose mission is to 
advise the Mayor, Council, City Departments, and others by making recommendations to facilitate 
access and inclusion for people with disabilities in our Tempe community. With Vision of Promoting 
Awareness, Ability, Access, Advocacy and Achievements.
The youth members must be a resident of the City and be between fourteen (14) and eighteen (18) 
years old at the time of appointment or reappointment. Their terms will differ from those of the adult 
members to align with the typical school year. Youth members’ terms will start on September 1 each 
year and end on May 31 of the following year. Youth members may serve two full one-year terms.
