REQUEST FOR THA BOARD ACTION

ACTION:  Hold a public hearing to seek resident input regarding the Public Housing Agency (PHA) 
Annual Plan (2026-2027) and related certifications for the Housing Choice Voucher (HCV) Program 
funded through the United States Department of Housing and Urban Development (HUD), and adopt a 
resolution approving the Fiscal Year 2026-2027 PHA Annual Plan and related certifications, revisions to 
the Tempe Housing Agency (THA) Administrative Plan policies, and acceptance of additional Housing 
Choice Vouchers that may become available from HUD. (Resolution No. THA R2026.01)
FISCAL IMPACT:  All funding associated with the preparation and administration of THA’s Annual 
Plan and Administrative Plan are federal funds. Funds have been appropriated in Cost Centers 2761, 
2762, 2771, 2772, 2773, 2774, and 2778. There is no fiscal impact to City funds.
RECOMMENDATION:  Adopt Resolution No. THA R2026.01.
 
BACKGROUND INFORMATION:  The PHA Annual Plan is a guide to a public housing agency’s 
policies, program operations, and strategies for meeting local housing needs and goals. Section 511 of 
the Quality Housing and Work Responsibility Act (QHWRA) of 1998 created the PHA Annual Plan 
requirement. Any agency that receives funds to operate federal public housing or HCV rental assistance 
must submit a PHA Agency Plan and associated certifications each year.  
The HCV Administrative Plan establishes policies for implementation and administration of the Housing 
Choice Voucher Program administered by the THA. The Plan covers local policies regarding both 
admission to and continued participation in Housing Choice Voucher programs.  
Governing Board authorization is required to expand the size of the HCV Program, make policy changes 
to the Administrative Plan, and approve the Annual Plan.
