Thursday, January 22, 2026, at 5:30 p.m., in the Harry E. Mitchell Government Center,

HOUSING AUTHORITY GOVERNING BOARD UPDATES

Tempe Housing Authority Governing Board Quarterly Update – Quarter 
Ended December 31, 2025 
 
Deputy Community Health and Human Services Director – Housing Irma Hollamby Cain 
presented the quarterly update on the Tempe Housing Authority’s (THA) operations and 
performance, noting that the Housing Division’s work aligns with the City Council’s 
Strategic Priorities and associated Performance Measures. 
 
Deputy Director Hollamby Cain reported that THA administered over $14 million in 
Housing Assistance Subsidies in the prior year and is on track to administer over $18 
million in the current year. THA currently has the capacity to assist 1,243 households 
through its various Housing Choice Voucher (HCV) programs. 
 
Using U.S. Department of Housing and Urban Development (HUD) performance data as 
of September 2025, Deputy Director Hollamby Cain reviewed Voucher leasing 
performance. THA had approximately 1,047 Vouchers leased, with an annualized attrition

rate of 6.92%. During the reporting period, 41 households ported into Tempe from other 
jurisdictions, while 78 households ported out. Deputy Director Hollamby Cain noted that 
THA’s leasing performance remains strong compared to statewide averages. 
 
Deputy Director Hollamby Cain then reviewed budget performance, reporting that THA 
has administered over $18 million in housing assistance and is utilizing approximately 
100% of its budget authority, meeting performance benchmarks for high-performing 
housing authorities. The average per-unit cost is approximately $1,503.70, reflecting 
increases driven by market rental conditions. 
 
Deputy Director Hollamby Cain provided an update on Federal funding, noting that HUD 
has obligated funding for the HCV Program through the end of January 2026, and that 
payments to property owners on behalf of participants are expected to continue through 
that period. She explained that continued funding is anticipated through a Federal 
continuing resolution, though long-term funding remains subject to Federal budget 
actions. 
 
Additional program updates were provided, including the Family Self-Sufficiency (FSS) 
Program, which served 73 participants in 2025, with seven families graduating after 
achieving their self-sufficiency goals. Participants earned $109,773 in escrow 
disbursements, reflecting increased earned income and reduced reliance on subsidy 
assistance. Deputy Director Hollamby Cain highlighted that one program graduate 
successfully achieved homeownership and exited the HCV Program. 
 
Deputy Director Hollamby Cain also announced the addition of a Neighborhood 
Revitalization Coordinator, Brandon Bruce, to support home rehabilitation programming 
and reported progress on targeted home repair outreach and the upcoming launch of a 
broader Home Rehabilitation Loan Program to assist households on the existing waitlist. 
 
Deputy Director Hollamby Cain concluded the presentation by noting that the Tempe 
Coalition for Affordable Housing (TCAH) September 2025 Board packet was included in 
the agenda materials and invited THA members to review the information and contact her 
with any questions. 
 
Following the presentation, THA members expressed appreciation for the update and 
commended the Housing Staff for the strong performance of THA programs, particularly 
noting the Agency’s favorable leasing and attrition rates compared to statewide averages 
and the positive impact of the programs on residents and the community. 
 
In response to a THA inquiry about potential impacts to Federal funding and whether 
there were any anticipated reductions to THA resources, Deputy Director Hollamby Cain 
reiterated that current funding remains stable through January and that the City continues 
to monitor Federal actions and funding developments. 
 
Chair Woods thanked Deputy Director Hollamby Cain for the presentation and asked if 
there were any additional questions or comments. Hearing no further discussion, Chair 
Woods concluded the item and noted that the presentation was informational only and 
that no action was required.
