CITY OF TEMPE Meeting Date: 4/16/2026 REQUEST FOR COUNCIL ACTION Agenda Item: 7B4 ACTION: Approve a one-year sole source contract renewal with Oracle Corporation for software support and licensing for the City’s water utility billing application known as Oracle Customer Care & Billing (CC&B) and the technology platform that it resides upon which is known as Oracle Platform as a Service (PaaS), and software support and licenses for PeopleSoft Financials. FISCAL IMPACT: The total cost of this contract will not exceed $157,960. Sufficient funds have been appropriated in the General Fund, Cost Center 1971 (IT Administration) and 1841 (Customer Service), for anticipated expenditures during the current fiscal year and next fiscal year, contingent upon City Council approval of the City’s annual budget. RECOMMENDATION: Approve the contract renewal. BACKGROUND INFORMATION: (T97-012-01) City Council awarded this legacy contract to Oracle Corporation in 1997 for support and licensing of several enterprise level software solutions including Peoplesoft Financials and Human Resources Management Solutions. Customer Care & Billing (CC&B) and Platform as a Service (PaaS) was an additional application that was added in 2009 which is used for water utility billing. In 2019, the CC&B application was upgraded and required the addition of PaaS and Infrastructure as a Service (IaaS) Universal Credits. Oracle is the only company that can provide upgrades and ongoing support for the software application and the technology platform. Contract pricing for support and licensing of these legacy applications is based on the City’s total annual budget.
