REQUEST FOR COUNCIL ACTION

ACTION:  Approve a change in the funding source for a two-year contract with three, one-year renewal 
options to the Tempe Community Action Agency for the provisioning of a Financial Empowerment Center 
to be overseen by the Community Health and Human Services Department.
FISCAL IMPACT:  The total cost of this two-year contract will not exceed $200,000.  Sufficient funds 
have been appropriated in the General Fund, Cost Center 2976, Account 6997 (Roll-forward Supply 
Fees Svcs) for the anticipated expenditure in the current fiscal year and future fiscal years, contingent 
upon City Council approval of the City’s annual budget.  The Contractor shall be required to provide an 
in-kind match of $78,216.38 annually.
RECOMMENDATION:  Approve the change in funding source.
 
BACKGROUND INFORMATION:  (RFP 25-141) On September 18, 2025, City Council awarded a 
two-year contract to the Tempe Community Action Agency (TCAA) for the provisioning of a Financial 
Empowerment Center that will be based out of the Tempe Envision Center.  The Financial 
Empowerment Center model provides free, professional, one-on-one financial counselling and coaching 
to qualified residents.  With the support from the Cities for Financial Empowerment Fund, and other 
funders, the City will launch a FEC as a key public service to support financial vulnerable residents.  
Since Council’s award action, Community Health and Human Services and TCAA staff have been 
working together to develop this program.  This funding change is necessary in  order to align with the 
funding agent’s (Cities for Financial Empowerment) match and staffing model requirements.  The 
funding agent requires that the City show evidence of internal funding support that will then trigger their 
grant contribution to help support the program.  The City’s updated funding source is noted in the above 
Fiscal Impact paragraph.
