ACTION:  Award a professional services contract to T.Y. Lin International, Inc., for Project No. 6011191 
- Rio Salado Upstream Pedestrian Bridge.
FISCAL IMPACT:  The professional services contract amount is $142,634.13. Funds to cover this 
contract, related costs and any future addenda are appropriated in fiscal year 2025/26 in the Capital 
Improvement Project No. 6011191 (Rio Salado Upstream Pedestrian Bridge).
RECOMMENDATION:  Award contract
 
BACKGROUND INFORMATION:  First identified in Tempe’s General Plan and Transportation 
Master Plan, this project has received a notice of award for $25,000,000 from the Federal Highway 
Administration RAISE program for the construction of a 1.25-mile multi-use path and pedestrian bridge 
on the east side of Rio Salado within Tempe. This project will refresh Tempe’s segment of the existing 
Indian Bend Wash path, provide a new multi-use path along the missing gap of the Rio Salado North 
Bank, and provide a new pedestrian bridge utilizing the existing upstream dam pier caps to connect the 
Rio Salado North and South Banks. Once complete, the project will allow for a complete off-street path 
loop of the Rio Salado Path system in Tempe and allow for direct off-street path connections to the cities 
of Mesa, Scottsdale and Phoenix. 
The following scope of work is the first step required to progress the project into the final design phase.
Scope of Work: Provide the following pre-design permitting services to prepare the necessary 
documentation to obtain a US Army Corps of Engineers (USACE) Section 408 Permit:

Utility and Right-of-Way mapping

Preliminary civil/structural design and specifications

Grading, Layout, Profiles and Cross-Section Plans

Cultural Resources Report

