ACTION:  Award a professional services contract to Dibble & Associates Consulting Engineers, Inc., 
for Project No. 3202024A – Waterline Replacement – City Wide.
FISCAL IMPACT:  The professional services contract amount is $299,388. Funds to cover this 
contract, related costs and any future change orders are appropriated in Fiscal Year 2025/26 in Capital 
Improvement Project No. 3202099  (Transmission and Distribution Capital Improvements).
RECOMMENDATION:  Award contract
 
BACKGROUND INFORMATION:  The City of Tempe’s water distribution system contains 
approximately 860 miles of water distribution and transmission pipelines. Approximately 200 miles of 
the system is comprised of cast iron pipe, which is reaching the end of projected useful life. The Public 
Works Department, Water Utilities Division utilizes a systematic approach that  evaluates pipe age, 
material, break related information and upcoming Pavement Quality Index improvements to prioritize 
the replacement of pipes in the system. 
This project is included in the five-year waterline replacement capital program and includes 
approximately three miles of eight and 12 inch diameter water pipes located in various areas of the City.
Scope of Work:

Verification of existing utilities and conflict resolution as required, including potholing, associated 
archaeological monitoring and site walks.

Design of waterline replacement and construction document preparation, including plans, 
technical specifications and construction cost estimates.

Project management services, preparation of monthly project schedules, progress tracking and 
coordination

Bid phase assistance and post-design services including record drawings, material submittal 
review and requests for information.
