ACTION: Award a professional services contract to Dibble & Associates Consulting Engineers, Inc. for 
Project No. 3221024 - Wastewater Collection System Rehabilitation.
FISCAL IMPACT: The contract amount is $470,150. Funds to cover this contract, related costs and 
any future addenda are appropriated in Fiscal Year 2025/26 and future years, contingent upon City 
Council approval of the City’s annual budget, in Capital Improvement Project No. 3221099 (Wastewater 
Collection System Upgrades and Improvements).
RECOMMENDATION: Award contract
 
BACKGROUND INFORMATION: The City of Tempe Wastewater Collection system includes 
approximately 500 miles of gravity sewer mains and more than 10,000 manholes. The Public Works 
Department, Water Utilities Division’s asset management program involves inspections and 
assessments of at least 60 miles of pipeline and 1,000 manholes each year. Monitoring the structural 
and operational condition of this system is critical to public health. As part of this effort, a consultant 
supplements in-house inspection capabilities and generates an annual summary report that prioritizes 
needed pipeline and manhole rehabilitation projects and based on these priorities, capital improvement 
projects are identified to ensure continued reliable operation.
This contract is to provide post design and construction management services.
Scope of Work: 

Conduct pre-construction conference and facilitate weekly construction progress meetings

Perform site visits, construction inspections, oversee construction progress and quality 
assurance services

Coordinate with project stakeholders

Review submittals, requests for information and project test results

Review project schedule and updates

Review pay requests and change orders

Complete project document close-out package and record drawing production
