ACTION:  Adopt a resolution authorizing the Mayor to sign Amendment One to an Intergovernmental 
Agreement between the City of Tempe and the Tempe Union High School District to jointly administer 
the Tempe Youth Transit Pass Program. (Resolution No. R2026.39)
FISCAL IMPACT: Total cost of this agreement will not exceed $2,000 per year during the 5-year 
renewal period. Sufficient funds have been appropriated in the Transit Fund - cost center 3915 
(Transportation Center) for the anticipated expenditures in the fiscal year 2025-26.
RECOMMENDATION:  Adopt Resolution No. R2026.39.
 
BACKGROUND INFORMATION:  As approved by the City Council in 2005, the City of Tempe 
provides free transit passes to Tempe and Guadalupe residents ages 6 to 18. (The Town of Guadalupe 
will reimburse the City of Tempe for the usage costs associated with its residents through a sperate 
IGA.) The passes are valid on all Valley Metro bus routes, Streetcar and the METRO light rail for one 
year. Students who are enrolled in schools within the Tempe Union High School District represent the 
majority of youth transit pass users. This agreement allows TUHSD to co-administer, along with the City 
of Tempe, the Tempe Youth Transit Pass Program at its four high schools located within the City of 
Tempe city boundaries. This is a continuation of an existing agreement from 2021. 
Passes are distributed at the Tempe Transit Store, located at 200 E. Fifth Street, Monday through Friday 
from 8 a.m. to 4:30 p.m. excluding holidays. By having a downtown Tempe site location and 
administering the passes at TUHSD schools, parents have more flexibility in acquiring the pass for their 
child. At the schools, the parent does not need to accompany the child nor do they have to provide a 
birth certificate. The school verifies all information through the school registrar. Quarterly audits are 
performed by Tempe staff to ensure that only Tempe and Guadalupe residents are getting the pass.
