ACTION: Approve addenda with Cactus Transport II, LLC; M.R. Tanner Development & Construction, 
Inc.; Nesbitt Contracting Company, Inc.; S&S Paving and Construction, Inc.; and Talis Construction 
Corporation, for their respective contracts entitled Paving 2020-2025, each of which is a master Job 
Order Contract.
FISCAL IMPACT: These addenda set the maximum amount for each master contract not to exceed 
$35,000,000 for each company; the prior maximum amount for each company was $20,000,000. The 
maximum individual Job Order will remain at $5,000,000. These contracts are funded by various Capital 
Improvement Program projects throughout the contract term.
RECOMMENDATION:  Approve addenda
 
BACKGROUND INFORMATION: The City of Tempe invited firms to submit a Statement of 
Qualifications for providing paving services for City of Tempe projects. These contracts are critical for 
implementation of the Pavement Quality Index Acceleration program which strives to improve every road 
in Tempe. These projects include paving work such as preservation treatments, mill and fill and full depth 
reconstruction. These addenda increase the maximum contract amount to support the next group of 
paving projects. In addition, these contracts can also be used for other city paving projects.
