ACTION:  PUBLIC HEARING ITEM Introduce and hold the first public hearing to adopt an ordinance 
for a Zoning Map Amendment from Residential/Office District (R/O) to Commercial Shopping and 
Service District (CSS) for LUX HOLDINGS MDPP, located at 3910 South Rural Road. The applicant is 
Bryant Aplass. The second and final public hearing is scheduled for April 30, 2026. (Ordinance No. 
O2026.14)
FISCAL IMPACT:  While this ordinance change does not directly impact revenue, the planned 
development will result in collection of the standard development fees, calculated according to the 
approved fee structure at the time of permit issuance.
RECOMMENDATION:  Adopt Ordinance No. O2026.14. 
Development Review Commission – Approve (6-0 vote), subject to conditions
 
BACKGROUND INFORMATION:  LUX HOLDINGS MDPP (PL250166) is an existing multi-tenant 
office complex, within which the property owner wishes to operate an event center. The current 
underlying zoning district does not allow an event center. Therefore, the applicant requests to make a 
zoning map amendment change that would allow the event center by right, using the CSS district and 
other commercial related uses. The request includes the following:
ZON250005     Zoning Map Amendment of a portion of the lot from R/O, Residential/Office District to 
CSS, Commercial Shopping and Service District
