1) CALL TO ORDER: Hearing convened at 6:00 p.m. and was called to order by Chair Johnson 
 
2) CONSIDERATION OF MEETING MINUTES:

Motion: Motion made by Commissioner Richter to approve Study Session minutes and Regular Meeting 
minutes for March 24, 2026 and seconded by Commissioner Forte.  
Ayes: Chair Johnson, Commissioners Lloyd, Spears, Forte, Tom, Richter, and Redman 
Nays: None 
Abstain: None 
Absent: Vice Chair Schwartz 
 
Vote: Motion passes 7-0 
 
      
The following items were considered for Consent Agenda: 
 
4A) Request two Use Permits to allow 1) a detached engineered shade structure within the street side yard and 
2) one (1) required parking space in the street side yard setback for PRANGER RESIDENCE, located at 1517 
South Beck Avenue. The applicant is Thomas Pranger. (PL250087)

4B) Request a Use Permit to allow a private school in the R/O zoning district for ASCENT ACADEMY, located at 
2075 South Cottonwood Drive. The applicant is 10 East Studio, LLC. (PL260058) 
 
4C) Request a Use Permit to allow an expansion of an existing massage establishment in the PCC-1 zoning 
district for NEUROMUSCULAR STUDIO, located at 430 West Warner Road, Suites 111 and 112. The applicant 
is Neuromuscular Studio, LLC. (PL260061) 
 
5A) Request an Amended Planned Area Development Overlay to decrease the approved building height by 
more than 10 percent and modify the development standards for lot coverage and landscape area for a 
proposed four-story mixed-use development containing 285 dwelling units for NORTHBEND II, located at 1255 
East Curry Road. The applicant is Huellmantel and Affiliates. (PL250244)

Commissioner Lloyd.
