Subject: Letter of Explanation 
Dear Staff Members, 
Thank you again for taking the time to review and understand the submittal of our 
General Plan Amendment application for 1600 North Priest Drive 
This letter provides a detailed response to the Criteria for Considering a General 
Plan Amendment as identified in the Land Use and Development Chapter of the 
City of Tempe’s General Plan. The request seeks to amend the General Plan 
land use designation for the approximately 19.17-acre site at 1600 North Priest 
Drive from Commercial to Mixed Use-High Density, in order to facilitate a 
comprehensive multi-family residential development with supporting amenities 
and Live/Work units. 
The subject property is located within the 300-acre Papago Park Center mixed-use 
development.  Surrounding area uses include several office buildings and 
complexes within the larger Papago Park Center development, including the 
corporate headquarters for SRP and First Solar, regional offices for Towers Watson, 
Wells Fargo, and Sonora Quest Labs, The Lofts at Rio Salado apartment 
community, as well as limited restaurant and retail space.  Tempe Town Lake is 
approximately 1/2 mile to the southeast, and the Marquee Theatre is at the 
southwest corner of Mill Avenue and Washington Street.   Papago Park is 
approximately 1 mile to the north. Existing buildings within the larger Papago Park 
Center development typically range from one to six stories in height. Washington 
Street and the METRO Light Rail is a short walk to the south.

1. Quantitative Impacts of the Proposed Amendment
The existing Commercial designation anticipates employment-oriented uses 
such as warehousing, manufacturing, and logistics, which typically generate high 
volumes of truck traffic, limited pedestrian activity, and single-use development 
patterns. In contrast, the proposed Mixed Use-High Density designation supports 
residential, Live/Work, and supporting amenity uses within a compact urban 
form. 
Quantitatively, the proposed amendment shifts the site from a predominantly 
employment-industrial land use to a residential-focused mixed-use development 
with four five-story residential buildings and structured parking. This change 
increases residential density while significantly reducing heavy industrial traffic, 
noise, and the negative environmental impacts typically associated with industrial 
uses. The proposed development introduces structured parking, integrated open 
space, and internal pedestrian circulation, resulting in more efficient land 
utilization and improved compatibility with surrounding office, residential, and 
mixed-use development within Papago Park Center. 
2. Justification for the Amendment and Public Benefit
The proposed amendment provides both short-term and long-term public benefits 
consistent with the Land Use Principles and objectives of the General Plan 2050. 
In the short term, the project represents a substantial private investment that will 
generate construction employment and immediate economic activity. In the long 
term, it adds needed housing supply in proximity to employment centers, transit, 
and amenities, helping the City meet housing demand while reducing regional 
commuting pressures. 
The amendment supports General Plan objectives by promoting infill 
development, encouraging redevelopment of underutilized land, and 
implementing higher-density mixed-use development in areas served by existing 
infrastructure. The inclusion of Live/Work units further supports economic 
diversification and small business opportunities, reinforcing Tempe’s role as a 
center for innovation and employment. 
3. Long-Term and Short-Term Public Benefit and Citywide Objectives
From a citywide perspective, the amendment advances General Plan 2050 goals 
by aligning land use with Tempe’s long-term vision for compact, transit-

supportive, and mixed-use development. Short-term benefits include increased 
investment, activation of the site, and improved site aesthetics. Long-term 
benefits include expanded housing choice, enhanced economic resilience, 
reduced vehicle miles traveled due to proximity to employment and transit, and 
efficient use of public infrastructure. 
The amendment directly supports the General Plan’s emphasis on livability, 
sustainability, and economic competitiveness by enabling development that 
integrates living, working, and recreational opportunities within a walkable and 
transit-accessible environment. 
4. Impact on Projected Land Use Within One-Half Mile
Within a one-half-mile radius, the area is characterized by a mix of office 
campuses, existing multi-family residential communities, limited retail uses, and 
major regional amenities such as Papago Park, Tempe Town Lake and the 
METRO Light Rail. The proposed Mixed Use-High Density designation is 
compatible with this evolving context and supports the transition of the area 
toward a more balanced mix of employment and residential uses. 
Rather than introducing conflicting land uses, the amendment complements 
surrounding development by providing employees for nearby businesses, 
housing near major employment centers and transit, reducing commuting 
distances and reinforcing the mixed-use character envisioned for North Tempe. 
5. Response to Land Use Principles
a. Public Benefit of Increased Intensity
The increased intensity associated with Mixed Use-High Density provides a
public benefit by replacing potential industrial impacts with residential and
Live/Work uses that are more compatible with surrounding office and residential
developments. The amendment reduces industrial-related nuisances while
enhancing neighborhood compatibility and site activation at an underutilized
property.
b. Impact on City Infrastructure
The proposed development leverages existing infrastructure, including water,
sewer, streets, and transit services. Residential and mixed-use development
generates fewer peak-hour and heavy vehicle trips than industrial uses and is
well supported by nearby METRO Light Rail and bus service. Emergency access

and public safety services are accommodated through coordinated site planning 
and existing service capacity. 
c. Quality of Life and Design
The project incorporates high-quality site and building design, integrated
landscaping, structured parking, and pedestrian-oriented circulation. The
development provides access between residential, Live/Work, and amenity
spaces, supports multimodal transportation, and reduces physical barriers
through thoughtful site planning. The project contributes to a complete
neighborhood environment that supports daily living needs.
d. Open Space and Recreation
The development includes landscaped open spaces, outdoor terraces, swimming
pools, and recreational amenities that serve residents while contributing visually
to the broader area. These spaces link residential uses internally and do not
negatively impact existing public parks, while benefiting from proximity to Tempe
Town Lake, The Desert Botanical Garden, The Phoenix Zoo, and Papago Park.
e. Transit and Circulation Objectives
The project supports regional and local transit objectives by locating higher-
density residential development within walking distance of METRO Light Rail and
arterial streets. The internal circulation system prioritizes pedestrian connectivity
and integrates with the surrounding street network, supporting multimodal
mobility consistent with City transportation goals.
f. Impact on School Districts
The mix of unit types and urban location near employment centers and transit is
anticipated to generate a moderate school-age population relative to traditional
suburban residential development. Existing school facilities are expected to
accommodate the projected enrollment, and the project does not impose a
disproportionate burden on school district resources.
g. Additional Quality of Life Components
Additional quality-of-life benefits include proximity to employment centers, access
to transit, on-site fitness and community amenities, Live/Work opportunities, and
integration with the existing Papago Park Center development. These features
contribute to Tempe’s vision of a livable, connected, and sustainable urban
community.

Summary 
The proposed General Plan Amendment from Commercial to Mixed Use- High 
Density is consistent with the City of Tempe’s General Plan 2050 and advances 
its long-term objectives related to land use efficiency, economic development, 
housing diversity, transportation choice, and sustainability. The amendment 
provides clear public benefits, is compatible with surrounding land uses and 
supports the continued evolution of North Tempe as a vibrant, mixed-use area. 
The proposed amendment will substantially conform to the following 
standards of Zoning & Development Code Criteria Section 6-302(D):  
The requested amendment to allow Mixed Use-High Density development 
substantially conforms to the approval criteria outlined in Section 6-302(D) of the 
City of Tempe Zoning and Development Code, as described below. 
1. Appropriate Short- and Long-Term Public Benefits
The proposed amendment provides both immediate and lasting public benefits. 
In the short term, the redevelopment represents significant private investment in

The proposed Mixed Use-High Density designation replaces a Commercial 
designation that could generate greater land use conflicts, heavier vehicle traffic, 
and increased infrastructure demands. Residential and mixed-use development 
generates fewer peak-hour and heavy truck trips and is better suited to the 
surrounding office, residential, and mixed-use context of Papago Park Center. 
The project leverages existing water, sewer, and utility infrastructure and 
incorporates modern, water-efficient landscaping and building systems to 
minimize long-term resource consumption. Transportation impacts are mitigated

connections, and bicycle facilities, reducing reliance on single-occupancy vehicle

district and bring it into alignment with other similar parcels in the Papago Park 
Center Planned Area Development. 
 
 
The applicant is proposing to redevelop the approximately 19.17-acre site at 1600 
North Priest Drive. The project will consist of four 5-story residential structures and 
associated 4 and 5-story parking structures. The buildings are composed of a mix of 
unit types, (Studio, 1-Bedroom, 2-Bedrooms, and 3-Bedrooms), indoor fitness 
amenities, leasing offices, swimming pools and outdoor terraces. Two of the 
buildings will contain Live/Work units. These units provide flexibility for 
entrepreneurs, freelancers, and creative professionals, fostering a mixed-use 
environment that encourages pedestrian activity, local economic vitality, and a 
sense of community, while maintaining compatibility with the surrounding 
neighborhood.

development.  Surrounding area uses include several office buildings and 
complexes within the larger Papago Park Center development, including the 
corporate headquarters for SRP and First Solar, regional offices for Towers Watson, 
Wells Fargo, and Sonora Quest Labs, The Lofts at Rio Salado apartment 
community, as well as limited restaurant and retail space.  Tempe Town Lake is 
approximately 1/2 mile to the southeast, and the Marquee Theatre is at the 
southwest corner of Mill Avenue and Washington Street.   Papago Park is 
approximately 1 mile to the north. Existing buildings within the larger Papago Park 
Center development typically range from one to six stories in height. Washington 
Street and the METRO Light Rail is a short walk to the south. 
 
 
General Plan 2050 Conformance and Public Interest Statement 
The proposed redevelopment of the 19.17-acre site at 1600 North Priest Drive 
advances the public interest by transforming an underutilized property into a 
modern, high-quality residential community that provides needed housing 
options, supports local businesses and employment areas, and contributes to the 
long-term vitality of the North Tempe corridor. The project consists of four 5-story 
residential buildings, associated parking structures, a mix of unit types, indoor 
and outdoor amenities, and Live/Work units that support small business activity. 
 
The project’s goal is to create a vibrant and aesthetically pleasing multi-family 
development that complements the existing collection of office, residential and retail 
uses within Papago Park Center and further stimulates economic activity in north 
Tempe.  The purpose of this Project is to bring additional residential opportunities to 
the City of Tempe, while promoting a sustainable environment of living, staying, 
working, and playing in one location within walking distance of the METRO light rail.   
 
The City of Tempe’s 2050 General Plan articulates the City’s economic vision as 
one that will “ensure new developments within hubs at sufficient densities to support 
the desired new neighborhood-oriented goods and services and provide an 
economic magnet for neighborhoods and ensure growth areas reach their full 
potential economic development”. It also anticipated a Mixed Use and High Density 
to accommodate a mixture of residential and commercial uses creating a 
sustainable development with a “village” concept where residents live and work 
within the development area. The proposed development is the type of project 
envisioned by the 2050 General Plan. 
 
The intent of the development is that these buildings will complement the existing 
structures within Papago Park Center and will be representative of the ongoing 
private and public investment near the METRO Light Rail line and around nearby

Tempe Town Lake. This development directly implements and supports the 
multiple goals and objectives of the City of Tempe’s General Plan 2050. 
 
1. Land Use & Development 
The project aligns with General Plan policies encouraging reinvestment, infill, and 
the redevelopment of large parcels in established urban areas. The proposed 
density and building form are appropriate for a major corridor and employment-
center context, supporting compact development patterns and efficient land use. 
The inclusion of multiple unit types—including family-oriented 2- and 3-bedroom 
units and flexible Live/Work residences—responds to the City’s goal of providing 
diverse housing opportunities for a range of households. The site plan integrates 
pedestrian connections, amenities, and activated building edges that improve the 
area's urban fabric. 
2. Economic Development 
The redevelopment supports economic development goals by introducing new 
residents who will patronize surrounding businesses, strengthening the local 
customer base, and contributing to the vitality of the area’s major employment 
corridors. The Live/Work units directly support entrepreneurship and small

and south of the site, the Project’s proposed building heights, setbacks and

thoughtfully located so that the proposed buildings will compliment those already

Posting and Notification 
 
Pursuant to City of Tempe Zoning and Development Code and applicable City 
requirements, on Thursday, February 5th, 2026, the applicant sent first class 
letters to all property owners within 600 feet of the project site and all tenants 
within the property’s boundaries, notifying interested parties of the proposed 
development and the neighborhood meeting scheduled for Friday, February 20th, 
2026. (Note: There are no registered neighborhood associations or homeowner’s 
associations within the 1,320 Ft boundary identified in the Planned Area

Development Application. This information provided by the City of Tempe 
Neighborhood Services Division website). The respective date, locations and 
times for the neighborhood meeting and scheduled public hearings, as well as 
the applicant’s contact information, were posted on the site on Thursday,

photos of the public hearing notice sign posted on the site, are enclosed with 
this summary.

Neighborhood Meeting of Friday, February 20th, 2026 
 
The neighborhood meeting was held 2.1 miles from the project site in the 
meeting room of the Lou’s Bar and Grill at the Papago Golf Course located at 
5595 East Karsten Way in Phoenix on Friday, February 20th, 2026. The meeting 
began at approximately 6:00 pm. Representatives from the Salt River Project 
(SRP), Kendle Design Collaborative, Gammage & Burham, and The City of Tempe 
Community Development Department were present. No members of the public 
attended the meeting.  
 
The meeting format was set up as a group presentation with citizen question and 
response. The intent of the meeting was to solicit input and have an open 
exchange of information about the proposed development resulting in an 
application that is responsive to the attendees’ concerns. There were no

questions, concerns or issues expressed as no one from the public was in 
attendance. 
 
Mailings will be used to provide notification of changes and amendments to the 
development after the neighborhood meeting.
