HOUSING IMPACT STATEMENT TO: Mayor and Tempe City Council FROM: Ryan Levesque, Deputy Community Development Director DATE: April 9, 2026 SUBJECT: Housing Impact Statement for Ordinance No. 2026.XX and Ordinance No. 2026.YY for Code Text Amendments for Signs and other sections of the Zoning & Development Code (PL260085) Pursuant to Arizona Revised Statutes 9-462.01, Before adopting any zoning ordinance or zoning ordinance text amendment of general applicability, the legislative body of a municipality shall consider a Housing Impact Statement regarding the impact of the zoning ordinance or zoning ordinance text amendment that shall include the following in the Statement: 1. A general estimate of the probable impact on the average cost to construct housing for sale or rent within the zoning districts to which the zoning ordinance or text amendment applies. Statement: The proposed ordinance is a zoning code text amendment, to update the sign section of the code and to clarify, correct or modify sections pertaining to commercial uses, administrative processes, reorganization of criteria within the code and the inclusion of definitions. The lighting section of the code has been updated to include areas of safety concern and changes to lighting levels. Other changes include codification of Zoning Administrator’s Opinions and of policies that have historically been enforced by condition of approval including the size of parking spaces with necessary egress space adjacent to structures. There are no changes to the code that change the general applicability from the City that would be imposed on properties because of this ordinance. Therefore, there are no impacts on the cost to construct housing. 2. A description of any data or reference material on which the proposed zoning ordinance or text amendment is based. Statement: The Tempe City Council set five strategic priorities for the community. The Strategic Management and Innovation Office is working with every department to find measures to ensure that our city’s actions reflect these priorities. Signage, Lighting and Landscape modifications support public safety strategy of feeling safe in neighborhoods. Signage, Parking and Use Permit Standards support the Quality of Life strategies for ADA, Community Health and Wellbeing, and an Age Friendly community by enabling residents to age in place with modifications to their homes to accommodate changing needs of family members. The amendments support strategies within the financial stability and vitality priority. The addition of new land uses to the commercial tables and the expansion of childcare to allow overnight childcare services supports quality of life for residents, creates new jobs for caregivers, and supports economic stability and livability through increased economic opportunities. 3. A description of any less costly or less restrictive alternative methods of achieving the purpose of the proposed zoning ordinance or text amendment. Statement: The costs associated with zoning amendments are project based and self-imposed. There are no code text amendments that restrict development within the existing standards of the code; the amendments facilitate development.
