ACTION:  Approve the utilization of a one-year Mohave Educational Services Cooperative contract 
with Clearwing System Integration, LLC. for stage equipment, rigging, curtains, lighting, risers and 
acoustic systems at the Tempe Center for the Arts (TCA).
FISCAL IMPACT:  The total cost of the contract will not exceed $300,000. Sufficient funds have been 
appropriated in the Arts and Culture Fund 5700, Capital Improvement Program (CIP), Project No. 
5710229 (TCA-Asset Restoration) for anticipated expenditures during the current fiscal year and next 
fiscal year, contingent upon City Council approval of the City’s annual budget.
RECOMMENDATION:  Approve the utilization of the contract.
 
BACKGROUND INFORMATION:  (21P-WING-0415) Mohave Education Services Cooperative Inc. 
(Mohave) solicited bids and awarded a contract for stage equipment, rigging, curtains, lighting, risers, 
and an acoustic system, and theatrical/auditorium equipment and rental and maintenance services. The 
contract is effective through April 14, 2027.  
The primary purpose of Mohave is to establish cooperative contracts for a wide variety of commonly 
needed resources that are made available for use by Arizona public entities. Through the aggregation 
of quantities, Mohave can generate additional cost savings for public entities. Mohave follows 
procurement regulations that are similar to the City's and has a robust contract administration process 
that ensures contract compliance. 
This contract supports a critical upgrade to the TCA’s stage and cyclorama lighting systems, replacing 
19-year-old incandescent fixtures that are now outdated and inefficient. To remain competitive and meet 
modern industry standards, TCA must transition to LED technology. This upgrade will provide several 
long-term benefits, including eliminating the need for color gels through digitally generated full-spectrum 
lighting, which reduces both material costs and labor. It will also streamline equipment by requiring fewer 
fixtures, simplifying rigging and stage setup. Additionally, LED technology will reduce operating costs 
through lower energy consumption and maintenance needs, while enhancing performance quality by 
offering greater artistic flexibility for a wide range of productions. Improved energy efficiency, including 
reduced heat output, will further decrease overall power usage. Overall, this upgrade will significantly 
strengthen TCA’s technical capabilities and artistic potential, ensuring the City continues to meet the 
evolving needs of its community and performers.
