ACTION:  Approve the utilization of a three-year State of Arizona cooperative contract with Info-Tech 
Research Group for IT research, advisory, verification and validation consulting services.
FISCAL IMPACT:  The total cost of this contract shall not exceed $425,701. Sufficient funds have 
been appropriated in the General Fund, Cost Center 1971 (Information Technology Administration), for 
the anticipated expenditures in the current fiscal year and future fiscal years, contingent upon City 
Council approval of the City’s annual budget.
RECOMMENDATION:  Approve the utilization of the contract.
 
BACKGROUND INFORMATION:  (CTR053238) The State of Arizona competitively solicited and 
subsequently awarded contracts for IT research, advisory, verification and validation consulting services 
to multiple contractors. The contracts contain cooperative language allowing their use by other 
governmental agencies.
The Info-Tech Research Group provides a host of technology related consulting services targeted at 
supporting and informing Information Technology management personnel. Services are delivered using 
a membership/subscription model. Through this contract utilization, IT Department staff will have access 
to diagnostic tools, online workshops, advisory analyst services, and core research to help 
systematically improve performance. The cost of this three-year membership/subscription model is 
based on firm pricing, that reflects a six percent discount negotiated by staff.  
In addition to the ongoing support as described above, a separate, focused project will also be initiated 
with this firm that will enlist their services to design a future-state IT operating model and organizational 
structure for the Tempe Police Department.
The scope of work includes:

Assessment of current IT capabilities and service delivery model as it relates to the Police 
Department

Identification of gaps and operational challenges 

Development of a recommended IT organizational structure, roles, and responsibilities 

Creation of a phased implementation roadmap and final report
Info-Tech Research Group is proposing a 15-week consulting engagement with four phases to achieve 
this targeted scope of work.
