REQUEST FOR COUNCIL ACTION

ACTION:  Approve the utilization of a one-year City of Mesa cooperative contract with Pitney Bowes 
Presort Services, LLC for presort mail services.
FISCAL IMPACT:  Total cost of this contract will not exceed $400,000. Sufficient funds have been 
appropriated in the General Fund, Cost Center 1976 (IT: Training + Print Shop) for the anticipated 
expenditures in the current fiscal year and next fiscal year, contingent upon Council approval of the 
City's annual budget.
RECOMMENDATION:  Approve the contract utilization.
 
BACKGROUND INFORMATION:  (2026116) The City of Mesa solicited and awarded a SAVE 
(Strategic Alliance for Volume Expenditures) cooperative contract for presort mail services to Pitney 
Bowes Presort Services, LLC.   
Pitney Bowes will provide presort mail services for the City's mail to include sorting and barcoding and 
will then submit the mail to the United States Post Office the same day. Contract pricing is based upon 
current USPS rates, rules, and regulations and is subject to change in the event that the USPS adopts 
any new/revised postal regulations, procedures, rates, or incentives that directly affect the cost or 
performance of the services. 
Pitney Bowes will provide the City with at least 30 days advance written notice of such changes and will 
review them in detail with the City. Fees are based upon the First-Class letter mail being pre-metered 
by the City at the current USPS AACD rate (which is $0.641 for a one-ounce piece) and First-Class 
postcard mail being pre-metered by City at the current USPS Presort rate (which is $0.425 per piece). 
All mail must be prepared by the City in compliance with USPS rules and regulations.
