REQUEST FOR COUNCIL ACTION

ACTION:  Adopt a resolution authorizing the City Manager or designee(s), to execute a memorandum 
of understanding between the State of Arizona, Governor's Office of Highway Safety and the Tempe 
Police Department to accept funding for overtime and employee related expenses to participate in the 
two-week Buckle Up It’s the Law (Click it or Ticket) Enforcement National Campaign throughout the City 
of Tempe. (Resolution No. R2026.43)
FISCAL IMPACT:  The amount of the total grant award is $10,000. This grant award will supplement 
the Police Department’s existing General Fund appropriation. Sufficient budget appropriation for 
expenditure was included as part of the Police Grants and Restricted Revenue Fund (Fund 45) as part 
of the fiscal year 2025-26 adopted budget.
RECOMMENDATION:  Adopt Resolution No. R2026.43
 
BACKGROUND INFORMATION:  As part of the National Click it or Ticket Campaign, Arizona has 
developed and promoted the ‘Buckle Up Arizona It’s the Law!’ program, which has been an effective 
enforcement message in a secondary law state.  This program unites statewide law enforcement 
agencies to engage in aggressive traffic enforcement with a ‘zero tolerance’ approach to seat belt and 
child safety seat violations.  The goal is to sustain and increase seat belt usage rates in the designated 
geographical areas of the participating agencies.
The Tempe Police Department will utilize this grant funding for overtime and employee related expenses 
to participate in the national two-week Buckle Up It’s the Law!  enforcement campaign from May 18, 
2026 through May 31, 2026 to enhance seat belt and child safety seat usage throughout the City of 
Tempe.
